...Eye bubbles?

This one defies pretty much everything I've ever read.

I've heard of bulging eyes and swollen this or that, but eye bubbles?!

This chalk bass has been a little agitated lately in the last couple weeks. He carpet surfed actually 3 times last week. Twice in the evening when the lights went out and we heard some commotion and then that wet thunk, and once in the morning (early morning) maybe 10 minutes after I left for work. The wet splash and thud was enough to bring my wife out of the adjacent room and pick him up. Since the few rattlings with the floor, this guy has been a little lethargic - hanging out in the rocks more than usual (top, bottom, anywhere there was a 4x1" pocket to settle down in), hiding, not eating (very weird)... tonight was day 3 of hanging out in a pocket in the sand. Didn't run from the net til it was around him. I found the bulged out eye and started taking pics.

No new fish have been added to the tank for about 7 months. No other disease symptoms in any of the others. It looks like bubbles, with the silvery appearance and everything. I'm not thinking flukes but I could be wrong.

So what the heck is this and what do I do? He's rather unpleasant to my damsel but I'd prefer to not euthanize him.

1. How old is this aquarium? Since Feb 2014. The bass was added around the middle of January.

2. If less than six months old, what is ammonia level? -----

3. What is SG of this aquarium? How measured? Refractometer, 1.026 +/- 0.0005

4. When was the last fish added to this aquarium? This was the last one, actually. Mid-January 2015.

5. Was it quarantined? If so, how? And how long? Was it prophylactically treated? How? QT, yes. I do 4 weeks. Nothing prophylactic as I prefer to not stress fish with drugs unless I see something.

6. If you are using a copper based medication, which one? How often do you measure level? When? ----

7. If you are using hyposalinity, how did you calibrate your refractometer? ----

8. Please describe in detail, the appearance of the fish? If there is one or more pimples, are they lumpy? What color? See main body of post. Nothing unusual except the bubbles in the eye and lethargy.

9. Please describe the behavior of the fish as best you can. Is it acting reclusive? Is it always up towards the top of the aquarium? Is it avoiding light? How active is the fish? See body of post.

10. Is the fish eating? What? Not currently eating.

you had it out of the water, did you try a freshwater dip to see if it cleared anything up? if not metro/kanaplex is something I use in QT for bacterial/fungal infections (some say metro kills flukes but idk about that)...maybe try that? prazipro works for a lot of worms and parasites...
