falco hawk and cleaner shrimp?

I have a full grown falco hawk (3") in a 55g tank, and two cleaner shrimp, 2" and 1.5" body length, in a 10g. My mom wants to move the shrimp out of the 10g cause they are bugging her fish. Ive been skeptical about adding them to the 55 because the falco hawk is in there. I read that hawkfish naturally eat shrimp. Is it possible to put the cleaner shrimp in with the hawkfish without losing the shrimp? The hawkfish is full grown but he seems to have a small mouth. The only other tank i can put the shrimp in is another 10g holding a 10" SFE and considering i feed frozen shrimp i dont think the shrimp would last.

Any thoughts?

peasofme- They are getting too big for the tank, they take up like 40% of the tank with their antennas. The fish can't swim without hitting the antennas so they hide constantly.

jt and snorvich- i kindof figured but i thought id ask since the mouth is so small. Ill just have my mom upgrade soon then.
