false wall to pre-existing tank

has anyone added a false wall to a already set up tank? Will aquarium silicone do the job underwater? Has anyone tried this?
 
also the main reason i want to do this is to find a way to skim the surface. ive never drilled glass before and i am sorta afraid to, so i thought i would hide one of thos surface skimming attachments for a power head behind one, if anyone has better ideas im open to them.
 
You will have to drain the tank. From what I know, silicone is toxic until it dries and I don't think it would ever dry if kept wet.

If you want to surface skim without drilling, look into a HOT overflow and a sump.
