I have a week old featherduster and today it started leaking a "cobweb" material. It also seems to have left its tube. The web is coming from the tube, not the feather. What's going on and what can or should I do?

You keep referring to the "Feather" being out of the tube.
From what I am getting from that it sounds like the Worm has tossed his crown. What you saw may be residue from the worm building a new crown which will take some time.
Feather Dusters often throw their Crown (Feathers) when stressed and if the stress level goes down they will make a new one.
Cateye, does it look somewhat like a nearly clear spherical "blob" around the opening (but not blocking the crown) with small white dots in it? I have seen the same thing around my featherdusters, and now I have many little ones spreading around the tank.
