Featherduster Question

I just got a Hawaiian Featherduster yesterday but the bottom of my tank is pretty filled up. I had a hard time finding a spot where it looked comfortable??? I was told it likes the sand. Is this imperative? Does the whole tube need to be in the sand? What I was thinking was putting it through one of the spaces in my rock and having the bottom part resting in the sand? Anyone have any suggestions?

I just put the tube back into a crevice between 2 rocks on my tank. He's been around 1 1/2 years now which is pretty good for a feather dusters from what I've read. They're phyto lovers.
