I have a med size puple tang and a slightly smaller powder blue, I have a pair of black clowns and a potters angel, I also have a melasarus wrasse and a Blenny. The powder and the purple are not liking each other, both are trying for dominance, even the clowns get into the mix every now and then. I have a 100 gallon with not to much rock so lots of space to swim. All suggestions will be appreciated. By the way they are all eating very well!

Try placing a mirror in front or side of the tank for a couple days to see if this helps the tank get use to seeing another of its kind. A friend did this with great success

+1... I've used this with tangs!

Your tank is pretty small for a powder blue tang, I would just remove the blue. It's going to get way too big anyways. If you upgrade in the future you could add a new PBT then.
