I have a new 140 gal saltwater tank with a protein skimmer, do I need another type of filter to go with it? The tank has 200 lbs of sand and 200 lbs of live rock.

Your 200 lbs of live rock will be a great natural filter. Live rock and good skimming is all the filtration that you really need!! Let's see pics.
 
First, Welcome to Reef Central!!

Depending on what type of livestock you plan on keeping, you may want to add either some powerheads or a canister filiter for some extra water movement.

The nice thing about a canister is you can use to run carbon if you want to. But that's the only type of media you should use in a canister, no sponges or ceramic rings. You also have to make sure you clean a canister regularly, like weekly.

Other than that, I think your LS and LR will take care of the biological filtration.
 
The general consensus here is that 1-1.5 lbs of live rock per gallon, skimming, and sufficient flow are all that a reef tank requires for filtering.

Going up from there, a few people swear by UV filters, while others swear at them. Cansiters are generally looked down on, and can be detrimental if you don't clean them weekly. Other places swear by them... but mainly those are fresh water places.

You should have a place of relatively high flow that you could stick a bag of carbon every so often.... helps clarify the water and remove some of the more smelly organics from the system. Don't just leave a bag in for months at a time though... take it out.
