Fin regrowth question (Sohal got beat up)

Ok my Sohal was in a 120 with my purple and sailfin tangs, and the nipped the hell out his back fin the first couple of weeks and then stopped. They were in there while my 180 was cycling. Now they are in the 180 and have no aggression issues still. I think that he has no chance of ever having a tail fin again. He is still really small about 2" or so if that. What do you all think is there anything i can do for him? Here is a picture.

unless the tail is removed the fins grow back

If there is a tiny bit of fin tissue left it will grow back... Like fin stem cells or something. If it is removed down to the base flesh, then no. Good luck.
