First Nano- HIATT (maybe)

Hi everybody well Im going to be new to the whole Nano setup. I do run a 55g Soft reef which has been running for 2 years. well enough about that let me show you me current Ideas.
My 10g setup as follows:
Filtration- Tetra tec 40 (200gph)
Lighting (2) Clip on screw-in PC 50/50
Or would you recomend something else? (thats cheap :))
extra movement-1-2 mj400 or 1 1200
Would this be too much flow? or to little?
I have every thing I need to set up the tank except for the carbon+bacteria. I was going to use a filter rated for a 40-55g tank which the flow rate is 200gph. Or heres another Idea

The water would just over flow into the first chamber where the MJ would force water through a bag filled with carbon into section 2 ( there would be big holes in the baffel between sec 1 & 2) then the water would be pumped back into the tank by the MJ.

Would that work instead of using the HOB?

The first MJ is going to be adding extra flow throght the Tri act HIATT carbon. Thats unless you think its not neccesary.
I was thinking of the output being either a spraybar or a teed for to outputs.

What's "HIATT" ?

The second MJ should be adequate for flow but it needs to be T'd or a spraybar. The first one is overkill and redundant.
