First time in this forum, help please

So far, (3yrs.) I have never had to deal with any fish diseases. Till now. Sorry for the bad pics, this fish eats like a pig, and seems very happy. I just noticed some white tufty looking things on its pectoral fins.

i can see the white puffs on the fins and i have no thoughts on what they can be. What catches my most attention is the dotes in front of the eyes. I am no expert (only been in SW for 3 months) but that looks abnormal becuase ive never seen it on any fish before. Is this a cheveron tang?

its a tomini tang and yes the white dots in front of the eyes are normal for these fish.
