Fish for my 20g

So my dad is taking down his 20gal freshwater tank and I am going to take it and hopefully turn it into saltwater. I already have a reef so I was thinking of doing a FOWLR. I would like to do a Fu Manchu lionfish in their and possibly one other fish if I could. If I can do another fish, what would you suggest? And what equipment would you suggest buying? He just has the HOB filter that came with it. I would like to not do a sump for this one but will if you think it is absolutely needed.
 
I think any fish that's small enough to share a 20 gal with a FM would also be small enough to be lunch. I know there are sources that say a 20 gal may be OK for this lion; but I really think its too small.
 
As long as the tank is a "std" 20 or 20 L, you could do a fu with the proper aquascaping. You'll want some caves/overhangs, but you'll want to maximize open substrate. Maybe form your rockwork into a "C" with the open end towards the front or arrange two LR structures, one in each back corner.

Altho D. biocellatus will eat small fish given the chance, they really prefer shrimp and small crabs since they're substrate/rock dwellers. I'd make sure your fu is well-conditioned and weaned before adding anything else.

We keep our fu with a female red-fin waspfish and a Caracanthus madagascarensis coral croucher in a custom 25 gal AIO.
