He won''t need a host anemone for the clowns, nor would I recommend one in his set-up. You might be able to get some sort of fuzzy soft-coral and get away with it (my clown lives in my hairy mushroom coral)
I don't think you NEED a skimmer, I don't have one, but I do 5 gallon water changes every week as well as a larger one every time my nitrates start to get high. I also have tons of rock, and for nitrates I have some chaeto growing in a little clear basket in the back of my tank.
