Fish Options for 3 Gal Picotope

I posted this in the Nano Forum, however, I thought I may get a quicker response here, since technically I am "New" to the Nano/Pico tank world.

I plan on setting up a 3 Gal Reef Tank at work, and I wanted to know what my options were for fish. I have heard clowns and damsels are fine. Any other options? Would a small goby, say maybe a Twinspot, work well for turning my sand over in this little tank?

I wouldnt put a fish in a 3 gallon thats like us being stuck into a closet are whole lifes..... not very fair IMO

Clown fish need at least 20 gallons (some need more). I wouldn't put a fish in there.

No fish, I'd get a couple dwarf hermit crabs and maybe a couple small snails, about 4 lbs of rock, and cram it as full as you can with some small coral frags and call it a day.
