fixing 6101 + transformer

bought one knowing it wasn't working. a few issues -

plugged into a working transformer, the light on it started blinking rapidly (as opposed to solid).

transformer brick won't light up with known good pump. does it need a load on the output to start providing voltage? i tried plugging it in and checking with a multimeter, but only got ~0.2V

My guess is the pump is bad as a blinking light indicates an overload. This probably destroyed the powersupply which should put out the stated voltage with or without a load.

I don't think much can be fixed, the motor likely has an internal short and is a sealed unit.
