Flame angelfish getting sick?

Is this something to worry about? I got him last Saturday and he's been swimming all over the place and grazing on live rocks. He looks really healthy and everywhere else on him looks perfect except that fin on the right side looks kinda milky, like a dried watermark spot and he doesn't seem to be moving that fin as much as the other.

I don't see any fin rot and I do not know what the cloudiness is from.

How new is your tank?
What other livestock to do you have in the tank?
Do you have the Nitrite and Ammonia levels?
What is the fish eating?
Any signs of itching or shaking?

The tank is almost 4weeks old.
I have a peppermint shrimp, yellow watchman goby, and a tiger pistol shrimp.
The nitrite and ammonia are 0ppm.
He has been eating mysis shrimp, cyclops, Ocean nutrition formula two pellets, and sometimes he'll go for the brine shrimp. And he's always grazing the live rock.
I've only seen him itch a few times around his nose and only twice on his body the day after I put him in. I haven't seen him shake.

I forgot to mention I did notice his left eye was a little gray/cloudy too, but not popping out.

I do not think your tank is cycled. It normally takes more than 4 weeks for your tank to cycle.

Yea I used half of the water from my 29g tank(2 years old) and about 5lbs of live rock from that tank too.

I would watch for a cycle.

I just set up my office 20 gallon tank and got a huge cycle even after using 50% of the water from my home 75 gallon tank that is 25 years old.

My cycle came after I added 13 lbs of new Gulf Live Rock vs you used existing live rock from your other tank. I understand this came from the live rock curing, but I would still be cautious on your end.

You added a good size bioload in a short amount of time for what I am assuming as a 15 gallon tank.
