Flat worms not all dead?!

I just treated my tank with Flatworm Exit for the last hour. I even slightly overdosed it. I had lots of flats worms die but after one hour I still see some acting like nothing is happening, they going about their business. Is it normal for some to survive? Will I have to do multiple treatments? I need to know as I'm about to do water change and feel dissatisfied as I treated the tank and didn't accomplish very much in doing so. Basically I stuck with this problem now if the Exit doesn't work.
 
It's best to use at least 1-1/2 times the recommended dosage, twice the dosage if the infestation is bad. Dose three times four days apart.

this. Also be sure to blow in between the rock work. Important to siphon off dead/dieing flatworms.
 
When I had a outbreak last year I doses 4 times 3 days apart then added a six line, never saw a flatworm again!
