Flow Under Nano 9002

I have the reefpack 200 in my 20L and I'm having trouble with flow under it. Things settle under it because no flow happens under the skimmer and filter. I tried pointing the outlet from the filter down, but that cause the sand under it to blow around forming a crator. I also tried directing the flow off the back glass, but that on moves what is right next to the glass.

Are there any suggestion how how to get better flow under the nano 9002. I'm thinking of moving my Koralia 1 that is close to it all the way to the bottom put pointing it upwards so that it does not create a sand storm.
 
Is this a standard 20L (30" long)? Can you move the filter to try some suggestions I may have?
 
Yes it is 20L (30" long). I can move the filter, I may just have to do some rearranging of my LR, but I'm willing to try. Let me know what you have in mind.
 
I have no first hand experience with the Korallia 1 so I don't know its flow characteristics but I have heard it doesn't have much reach, I have heard that a Nano Stream 6025 is about equal to a Korallia 3 or 4 by feel of the flow. My suggestion would be to place the Korallia on one side blowing across the 30" length and the Reefpack opposed to it so the flow would get underneath it. If the pump is not strong enough I would suggest a stronger pump. The Nano Wavebox would also get this detritus swept up.
