flukes on tang?

I have what look like littles worms or flukes all over the body of my powder brown tang. They come out about 1-2 mm from the body. I took him out and put him in a quarantine tank. treated him with copper, paraguard, formalin, etc. all the flukes were gone within one day. left him in the quarantine for two weeks. Put him back in the main tank and within one day had the flukes all over again. took him out again and treated him in quarantine. flukes disappeared. put him back in main tank and again within one day flukes back. I am at a loss. I also have a yellow tang that doesn't seem to be affected by this nor are any of the other fish in my tank. baffling. I am at a loss as to what this is or how to treat. I have 125 gallon reef tank. clownfish, lawnmower blenny, gobies, chromis not affected by the flukes. what the heck? I did try prazipro and it didn't kill whatever it was. I can't find pictures that look like what my fish has.
 
I have not ever seen anything exactly like what you are describing, but from what you are saying I would guess that either these possible parasites are laying eggs directly on your powder brown that are not being killed by the medications you are using even though the older ones seem to be, or you have a host specific parasite that came in on the powder brown, has infested your DT, but will only attach to the powder brown.
