Flukes or something else?

Getting fin rot too so not sure what it is.

I don't know if that is actually flukes or not. To me, it looks like it's blotching from going through it's transformation from juvenile to sub-adult.

If this is caused by Capsalidae (skin "flukes") you could try a freshwater bath and see if something comes off. Though smaller species of these guys might be hard to see.

How is the fish's behavior?
Does he scratch itself on rocks or sand?

No flashing
No twitching
No scratching
Not eating
Fins getting worse
Already put prazipro yest and chloroquine phosphate just in case it was velvet.

Did you give it a formalin bath?

It could be Broklynella, Trichodina or another similar protozoan skin parasite.
