Freezing temp and pump

As the motor temperature increases, the resistance will increase and the torque constant and voltage constant will decrease. For higher temps, This results in an increase in no-load speed and a decrease in torque. A colder pump is more efficient and has more torque.

Unless the water is frozen, there is something wrong with your pump or perhaps there is some type of auto shutoff protection in play.
 
Syncra stop working again. Swapped it with a mag7 . Let's see how that goes.

Another theory du jour, the cold temps make the pump body contract more than the impeller contracts. Now the hole the impeller sits in is too snug and the friction keeps it from starting.
