could that be used to make a sump? Sorry if this is a dumb question, I just didn't know if that fact that it was drilled would affect it's ability to be turned into a sump.

And SteelerMike, the only stupid question is the one you DON'T ask! To use this for a sump the bulkhead could be either plugged or plumbed to run an external pump (depending o. The size of your application and your mechanical aptitude.
