yes, just one light.
I don't know anywhere, other than their website. I would contact them and ask, you should be able to save a few bucks by picking up a no-name version that has the same specs.

It is a 12" rail. Is your tank wider than 12"?

They are 12" rails and it looks like if you push the legs all the way out to the edge you can get up to 15.5"
