Future 30g Aquarium

When I move (hopefully within a year or so), I would like to start a 30g Salt Aquarium. What equipment would I need and what could I stock?

I am hoping for 2 clowns and a clown goby plus some sexy or bumblebee shrimp.
 
30g:
Possibly 2 Occ. Clowns
1 Clown Goby
Plus small clean up crew
around 30lbs live rock
around 30lbs live sand

I will have some zoathanids and mushroom corals plus, if I can manage it, some anenomes for my clowns (bubble?). I will have a sump unless it is unneccessary. (I will have to learn how to build one)
 
I think I am going to go with a 90g. I found a cheap one. Anyways I am buying a 20-29g sump (premade) with refuge and overhang box. The tank also comes with 60lbs live sand.

How much live rock will I need (btw--I am buying uncured and curing myself)?

Would the filter go in the tank or in the sump?

I am buying a protein skimmer (up to 150g) and a 220gph powerhead. Will I need another powerhead?

What could I stock it with? I like smaller species rather than one large species. I also really like inverts.

How much light should I have for basic-moderate corals and anenomes?

Where can I get macroalgae for my refugium? Can I use just any light (like a bendy desktop light) to go over it?
