it looks like dictoyta to me, which can grow a little out of control. It looks kind of like the blue variety though, which is a fairly sought after macro.
Yes, that's Dictyota. I would remove ALL if it before it spreads, it is an extremely invasive macroalgae with very few natural predators. Be careful on removal as any tiny piece you miss or that goes floating off will regrow.
