Gem Tang Fins - infection or aggression? (pic)

Hi - can anyone tell me what they think is the cause of this fin situation? Tang is currently in quarantine tank with the rest of the inhabitants as i had what i believe to be a velvet breakout. But i have just removed 2 large hippo tangs that i believe became aggressive toward the gem. Does this look like aggression or infection? Thanks.

By the way, the gem tang is eating like a hog, swimming confidently, very robust. Not shy, fins generally outstretched (what's left of them anyhow). Thanks.
 
The gem tang went into the Q tank with fins that looked about similar. Q tank is 30 gallons. He's in there with a pair of clowns, a 5 inch Conspic angel and now 5 1-2 inch hippos. When he went in he was much weaker than he is now. I removed 2 hippos which were about 3-4 inches long - about an inch bigger than the gem tang who is 2-3 inches. Have been treating with copper for 2.5 weeks now. As I said gem tang is now doing great. Everything else in the Q tank is also doing very well. Eating aggressively and look relatively happy until they can go back into the Display tank.

meaning you think this is a bacterial infection affecting the gem tang fins, and not aggression?
 
I'd just keep the Gem as the sole tang in that tank.

Hippos get way too big and are also the devil.
 
well i got 5 tiny hippos thinking how harmful could they be? 1-2 inches. So we'll see. Pretty easy to remove all the rock from my DT to catch fish. I have no SPS or other encrusting corals.
