Because they are (hopefully) looking for someone that can work permitting, you can't even ship liverock across intl. borders without CITES paperwork. Or they are looking for a hobbyist to ship illegally, one of the two...
Zoanthids are legal to ship to countries that can legally receive corals from the US, and I'm not sure if yours is one, if they're on man made plugs and have no live rock attached, but it's not as easy as some hobbyist putting them in a box. I know Exotic Frags ships internationally http://www.exoticfrags.us/faq.php#4, they're probably your best bet since they'd be prepared with the knowledge that they can't fight an international credit card chargeback if someone tries to rip them off. If I were a hobbyist considering it I wouldn't ship overseas unless someone mailed me a money order.
There are several wholesalers that ship overseas as well.
