Getting rid of surface scum

What's the best way to deal with surface scum in an undrilled tank? I was thinking about getting a preskimmer to go with my Aqua C skimmer, but the measurements of that thing just make it unrealistic for a 20g.
 
try laying a few paper towel sheets on the surface of the water.
 
An overflow box like a lifereef one with a small sump in the stand and a return pump will keep the surface clean..........and all your evaperation will show up in the sump so the tank is always full.

As i assume you don't have a sump as your tank is not drilled but with an overflow you won't need to drill it.

and it's a good spot to dose things
 
The waste on the surface of the water is exactly what you want your skimmer to remove. The preskimmer may be big and ugly but it's your best choice.
