Do you need a reactor to use GFO? Will it work the same if its in a mesh bag and sitting in an empty power filter with the flow of that pushing it around?

GFO runs best by itself if it is used in a reactor, and allowed to peculate to prevent it from solidifying. You could mix the GFO with GAC at about 3pts GAC to 1pt GFO, and use that in a mesh bag as you described.
