what is the safest, want to glue rock together permanetly

a 2 part epoxi, that is obviously aquarium safe. I can't remember the name but something like Hold-Fast or Hold-Tite. Its in a green package. good luck

Aqua Mend at home depot (Paint Section).

It cures underwater.
