No, not at all. They can be very secretive and I didn't see mine for nearly 2 months once. Then one day they just appear, usually at night. He's probably just hiding in the rocks somewhere.
Not sure what kind of skimmer you have but I have a Remora Aqua C skimmer with the prefilter box. My peppermint shrimp likes to climb up into the box outlet and hang out there - sometimes for weeks.
