Green algae invasion

Since I added a new frag a few month ago, I have a very annoying green algae invasion. Look like a green velvet and it is spreading around the tank.
My algae eaters does not touch it. What it is and how could I get rid of it. I tried dimming the light, but it comes back in the same spot.
I have 4x54w T5HO: pure actinic and aquablue on for 12h and 2x 10000k on for 4h. Phosphates - 0ppm. Nitrates - 20ppm (using tap water, and I also have in the sump some fluval biomax, for when I will need a QT, who might cause high nitrates, right?)

 
If its really that bad, create a dead zone for it. Cut off water flow and light. copepods love the stuff, that is the benefit of it...
 
Copepods doesn't have a chance to eat that stuff before they are eaten.
I have 2 turbo, 1 sea urchin, 1 tang and they are not touching the stuff. This I don't understand.
