Green Algae on a new tank

Im sure theres already a thread on this somewhere, but RC's search function never works! Anyways, I have a newly setup tank thats about a week old. I tested for the first time today and Nitrite, nitrate, and ammonia are all measuring a big fat O, and my Ph is a healthy 8.2. On a down note green algae is beginning to cover my aquarium glass. I cleaned it off yesterday and its back today. Is this a part of some kind of cycle? I used RO water, so I don't think its a water quality issue. Also, since my nitrogen cycle looks complete is it safe to add fish and coral now or should I wait to address this algae issue first?
 
If amonia and nitrites are ZERO, then you can begin to add your clean up crew and a couple fish. Have you tested your phosphates? How long is your photo period? How deep is your sand bed? Get some nice Turbo snails and some scarlet hermits (IME- they won't kill other snails for a bigger shell)

Very normal to go through this as the tank cycles and stabilizes. Should go away on its own. Make sure the cycle has completed and then it's safe to add a cleanup crew. Some astrea or turbos should take care of it. ;)

I keep my VHOs on for about 9 hours and my MH on for about 7 hours. Im doing the BB thing for now and may add a little bit of sand later just enough to cover the bottom. Phosphates? Havent tested yet. Can that be the cause of this problem?
 
Well, as drummereef pointed out, the hair algae is a phase a should pass. Phosphates (P04) are a major part in why people have algae. If you have a reef, a clean up crew would be beneficial. They will eat left over food and detritus from your rocks. Also will mow dow some unwanted algae ;)
