It looks like fairly normal algae growth to me. You may or may not have a phosphate issue - what does it test at? The magic number for PO4 is 0.03ppm - barely detectable on a Salifert color chart. If it is reading high, then the easiest method of lowering it is to run GFO (granular ferric oxide) in a reactor. Both are available from www.bulkreefsupply.com at a reasonable price.
