green velvet algae ???

I know I need to get a picture but it looks just like velvet and it is starting to spread in the tank.

At first it was just on the side wall now it is on both and some rocks.

any Idea what it is and how to get rid of it.

Phosphates are very low... last test at FAOIS was .04
