Hair algae help

Been battling hair algae for about two months now. Here's what I've done so far
1. Changed all three Metal halides out for new , they were coming in on a yr old
2. Changed all of the filters on my ro/di system
3. been doing water changes every week about 35gallons, it's a 180 tank
4. Pulling out the rocks one by one(the ones I can get to which is about 80% of them. And scrubbing them in the water that I take out during water changes and blast them with a power head.
5. Bought a reactor and I'm running Rowaphos, changing every 2 weeks to stay fresh and not exaust it.
6. Started using dkh buffer, the initial level was 5 and I've got it up to 7, i've been told if i can get it to 10 or 11 the algae will be taken over by coraline. But I can't seem to get it past 7 with daily dosing
7. Cut my feedings from 2xs a day to a minimal 1xs per day
8. Added a lawnmower blenny who hasn't even scratched the surface, and a bunch of emerald crabs. There are also about 40-50 hermits or various genus in there and a lot of different snails
It's continually coming back and I'm stating to get frustrated. Here are the specs to my tank.
It's a 180 established since sept. I bought used and took all of the guys roc and 80% of his water, transferred my 75 into it. The rock from my 75 has no hair algae at all. Amonia, nitrates , nitrites are all 0, ph is about 8. Calcium is around 300. I am running an MTC skimmer(recirculating) standard sump set up. Any suggestions? I know it's a long battle but i feel like I'm not seeing any improvement
