Hair algae

I keep getting thick hair algae growth in my 24 gallon despite having 0 phosphates and 0 nitrates (new Salifert kits). All other parameters are perfect. I run GFO and carbon all the time and have a Tunze skimmer. My lighting is a 150 watt Phoenix 14K, 10 hour photoperiod. I change 5 gallons/week.
Any suggestions?
 
Dollars to donuts you have phosphates in your rock that is being leeched up by the HA which is why your test kits have a reading of 0.
 
I have 3 fish (averaging about 1" each) and feed them a little mysis and Cyclopeze every day. What's the trick for getting the phosphate out of the rock?
 
Agreed with SeanT. In my experience, purging or "cooking" the live rock is the most sure-fire way, but continued improvement on nutrient import/export can accomplish the same end result (though likely to take a lot longer). Increase skimming, water changes, and manual removal of the hair algae combined with less feeding and you'll likely to see some improvement after a few months.
