good question that I can't answer. Anybody else know?
IMO I would double check water parameters. Especially check for a Mg deficiency. I don't see any "brown jelly" type infection in your coral.

Don't worry about cutting the dead skeleton off.
It's not a cause for any concern. You need to stop tissue necrosis and promote growth/expansion of the living tissue. A new skeleton will overgrow the dead skeleton once you correct whatever is wrong and get the coral growing.
