I have a larger Aussie harlequin tusk that only eats live ghost shrimp on my fowlr
any suggestion how to train it to eat frozen food?

I would start with clams on the half shell, that would be very difficult for a Tusk to refuse. Maybe some raw table shrimp with a few drops of garlic.

It doesn't eat it clams or Even raw shrimp:(

I might have to catch it and put it on the sump and feed it there until it eats frozen food .

Stop feeding the ghost shrimp and don't give in for at least 2 weeks. Any fish can go this long without eating and the HT should eat any meaty seafood by then. HTs are shy at first, but I've never seen one that wouldn't eat most shellfish. Was this fish in a QT? They are easier to get feeding without competition in the DT.

My Fowlr is kinda my qt tank
But I will transfer my powder blue to the main tank soon to get it a chance
Thank you

Try large clams on a shell he is not interested so I remove the powder blue then place it into the main tank hopefully I it's the reason why and I Will try again tomorrow if not I will just place it it the sump on my main tank and feed it there.
