Hawkfish compatibility

I have an adult Falco hawk in a 25g (been there a week, probs a couple more before I add another fish) right now and I'd like to add one or two more fish to it that will neither harass nor be harassed by the falco. I narrowed it down to dottybacks or some kind of damsel but since the hawk has already claimed the live rock, I ruled out dotties. So, I was thinking that a clownfish might be a suitable companion, I'd like a maroon but I think it would get too big and would harass the hawk, so now I'm thinking a Percula or ocellaris clown. Would a falco and a percula/ocellaris get along in a 25g?
 
I think a 25 would be too small for a Maroon. I have a pair of False Percs, a Blue Devil Damsel, and a Falco in a 45, they all get along fine. HTH.
 
My damsel is actually well-behaved. I've had it for years with my pair of ocellaris, but they live in a collection of H. magnificas, so they so have an unfair advantage. If anything, my female ocellaris is the boss in the whole tank and there are almost never any skirmishes, but when there is, she's always the clear winner.
 
I was leaning towards a black ocellaris perhaps, something that will stay in the column and not encroach on the Hawk's perching sites
