They do it when they get stressed. If the "worm" hasn't crawled out of the tube they will grow back their "crown". This happened to my feather duster and it took about a month for it to grow back.
I had 2 feather dusters. One lost it's crown 3 times I think. The last time it didn't come back. Tube eventually fell apart. The other one has only lost it's crown one time. Hopefully it will do a little better. I got both at the same time about 16 months ago. The one died maybe 3-4 months ago. I was doing some aquascaping, which I don't think it cared for.
