Heater problem

I purchased a finnex th-800 with controller and have noticed that I have not noticed the red "on light" illuminated in the past couple of days. I turned the dial to 100 deg, and the heater doesn't turn on (well, the light anyway). the green light is on. I have not touched the titanium piece to see if it is working or not; thought I should ask what to do before doing that.

so, what should I do?
