heater problems in my aqua pod, need help

I am in the process of cycling a 24g aqua pod

it has a 70w HQI

b4 I put a heater in, the water temp would be at 70 degrees, even with the halides on all day.

Wanting to get the temp up, I put a heater in the rear pump compartment. I set the heater to 78, but the heater continued to heat up, so I lowered the heater to the lowest setting and it still heating way past 78.
So I went out and bought another heater and it is doing the same thing?

any ideas?
 
I don't know if it's the cramped compartment or what, but I had similiar problems with the heater in my NC12dx. I just played with it until the setting worked for the correct temp. I set it about 4-5 degrees lower than what I really want. And now it correctly holds the temp. I want.
 
remember that the stock pump on the pod (i have the 24 with pc) generates alot of heat as well once it's running so if you have wrm water going into a warm pump, i think the temp increases (or so I read somewhere on here). I use a Epik300 in my display for heat and additional water movement, it's stealth also, maybe it's an option.
 
I tried 2 different heaters with the same result, I set each heater to 78 degrees and the temp would not stop rising and went into the 90 degree area. I eventually decided to turn the temp on the heater way down (to about 70 degree's) and now I have it stabalized btwn 78-80

which is very strange, because if I turn off the heater, the temp in the tank will level off at 70 degrees
