Heater

I recently purchased a very small heater for my 2.5 gallon tank, its a 7.5 watt small aquarium heater, I was wondering about how long it would take to notice an increase in temperture. When I plugged the heater in the tank read it was 66 and it has stayed about the same, and yes the heater is turned on.

Does this heater have a controller? What is the room temperature?

Was 66 the starting temp or the temp after the heater was on and shut off?
