Heating Issue

I have 2 150 watt Ebo Jager heaters in a 20 gallon sump for my 55 gallon aquarium. Unfortunately they are running 24/7 but are not heating my tank or sump. The only thing that I can think of is the water flow through my sump is to great for the heaters to heat anything efficiently. Any thoughts on a better location that I could put them? I was thinking about the refugium compartment of my sump since it has the lowest flow rate or perhaps even in the corner overflow? I have them set for 80° since I suspect the display tank will be a couple degrees less but my tank is running at 66.2°. I'm only a couple days off from adding my cleaning crew.
 
i would think its unlikely to be the water volume tbh, could be wrong, are you sure they are operating properly, is the stat turned up high enough, sounds insulting but im not being so, how long have they been in there, and im sure theres enough wattage to heat the 20 gallon, so im thinking thermostat problem
 
I've used one of them previosly and the other just came in today. The lights are on indicating that they are running and I have even touched them to make sure they were working. All signs seem to say they are working properly. I've been running one of them for about 4 weeks and when it didn't heat the tank I figured it wasn't powerful enough and ordered another. I've even tested the one in a 10 gallon tank and it worked properly. Should I increase the temp over 80° on both heaters?
 
well there must be a problem, as the water is a sealed system, even if its passing the heaters at 20 miles per hour eventually the water would heat up, i think its a good idea to raise the temperature to 80 and see what happens, also might be worth buying another thermometer to monitor the temperature, with 2 in the system you will know if one has failed and is showing the wrong temperature, but yeah increase to 80 to start
