help! Corals deteriorating - what could be the cause??

I currently have a mixed reef that has been doing well for some time now. No new additions. I have two separate sump sections; one which houses the skimmer, and another before the return. I removed the one before the return to fix a baffle that had come undone, and temporarily replaced it with another tank to serve the same purpose in it's absence. When I returned the old tank back into operation, I noticed over the week that many of my corals seem to be slowly deteriorating - SPS is starting to fade in colors, and I no longer see little polyps. Monticaps have appeared to stop growing and starting to recede in certain areas. frogspawn doesn't open completely until halides are on. Torches, zoas, and bubble coral not expanding as they used to.

All water parameters are perfect - temp, salinity, nitrates, ammonia, phosphate, calcium, alkalinity. I've heard of this happening to others, and it was stray voltage. So I checked that, and that was 0V (is that even possible??). I double checked the connection to make sure it was not an error.

What are other possibilities that I may not be considering?? Could this have been because I added a new baffle to the sump? I used 100% silicone, and allowed it to dry thoroughly.

If you were generous with the silicone adding the new baffle it may not have cured all of the way. How long did you let it dry?
 
Was it neutral cure (minimal ordor), or acetoxy cure (strong vinegar smell)?

there was a vinegar smell, but not like I've had before. It was probably neutral cure, which I'm assuming is worse. In the past, I've used the aquarium silicone, and it was definitely really strong smell. Is that correct, that the neutral cure is worse?
 
I'm not sure, I couldn't find a product sheet online. Given there was a vinegar smell, I'd assume it is not neutral cure.

Neutral cure silicone is ok to use, but takes a long time to cure.
