Help! Help me diagnose my cow fish's disease

His eyes are cloudy and he has some white specs that don't look like ick. My puffer had a similar condition and I tried treating with maracyn two and lifeguard and he didn't make it. All parameters are good: no Am, Nit, Phos, ph is 8.3, temp stable at 80, sal .23. I also have 2 clown fish and some xenia that's doing great. Tank has been set up a couple months with 2 year old rock.

thanks, I put him in a hospital tank last night dosing with maracyn and lifeguard. No change yet but he looks healthy
