Help Id/Control this fuzzy black garbage!

Hello all! I was hoping someone here could help ID this fuzzy black algae. It was passed to me unintentionally and is growing at an unbelievable rate. This thread I posted shows a picture, not mine but that is the same junk I have growing on my LR. It only seems to grow on the LR-nothing on the glass or sand. I run carbon and PHOSar and a ASM skimmer, no macro fuge as of yet. Phosphate is undetectable with a salifert test kit but I know that can be misleading.

I have astrea's and hermits, a few of the clown blennies (tail spot, bi-color). I just added 6 mexican turbo's last night. I have a sea hare on order.
 
Is it siphonable? Meaning, if you try to suck it out with a hose, does it let go of the rock easily?
