It looks like a Plexaura to me. But it is definitely photosynthetic. I have two very similar species of gorgonians, they seem to like moderate to high light and turbulent flow, enough to move the branches around a bit and need the current also to shed their skin to remove algae every few weeks. They don't require feeding but they do seem to react to it, I don't always feed them regularly though.
