Its a feather duster although it doesnt harm anything i consider it to be a pest because in my experience as soon as one pops up in the tank, the tank gets infested with them.
 
It is a harmless feather duster/tube worm... It is a worm... The "feathers" are its crown (radiole).
It should not be considered a pest at all..
Its a beneficial filter feeder..

I have never seen their presence turn into an infestation..

If you have an infestation of feather dusters, your feeding waaaay to much. Like most micro fauna in our tanks, their population is dependent on food supply.
