Help, Is this Ick or Velvet need to treat asap

Just showed up today on my Emperor and Aussie Tusk. I can see it best on their tails. Just had a powder blue die 2 days ago that was bought later. I thought it might be Velvet on the PB, but wasn't sure. It was in the same water column for 4 hours before I realized he looked ill and I moved him to a hospital tank. I've had these fish in my QT since November 21st, but the PB was introduced on 12/1. I had planned to drop salinity to 1.009 this weekend, but wondered if I should treat with copper first. All fish got a 45 minute Formalin bath then a 45 minute Methylene Blue bath before going into the QT.

It looks like ich. Since they are in QT, copper would be easier IMO.
